d. Those, who will work in “ international research and development projects”, which are supported by public bodies and/or EU at HEIs, should document this specific condition.

Statement of Compliance to the Agreement:

"International Agreement on the Mutual Recognition of Universities Established According to Law of the Republic of Turkey and the Turkish Republic of Northern Cyprus" was signed on January 16, 2009. In accordance with this agreement Turkish citizens, who were graduated from the associate degree and the undergraduate degree programs in TRNC, are not subject to the recognition/equivalence process as long as they were admitted through Student Selection and Placement Center (ÖSYM). Those, who wish to receive an official statement of compliance for their qualification, apply for a “Statement of Compliance to the Agreement” rather than an “Equivalency Certificate”.

Required Documents for the Statement of Compliance to the Agreement:

a) Recognition/Equivalence Pre-Application Form

b) Declaration of Consent

c) Copy of ID

d) Original and the copy of the diploma

e) The document of HE Institutions Exam (YKS) and of Basic Qualifications Test (TYT)

f) Receipt of service fee.

Additional Documents for Diploma Equivalence Certificate:

In addition to the standard documents for equivalence applications, the following documents should be presented for TRNC qualifications:

1) Turkish nationals should submit the documents of the HE Institutions Exam (YKS) and Basic Qualifications Test ( TYT), which were taken in the year of admission to the associate and bachelor degree programs of TRNC universities.

2) Turkish nationals should submit the documents of the Academic Personnel and Postgraduate Education Entrance Exam (ALES), which was used for admission to the Master’s degree programs of the TRNC universities. Unregistered postgraduate programs are not recognized by the Council of Higher Education.

3) If a TRNC qualification includes "transfer credits" from a foreign country, an assessment is made in accordance with the Recognition Legislation and the Credit Transfer Legislation. (*)

4) TRNC citizens should prove when their citizenship was commenced on with an official document (including dual citizens).

5) "border pass/entry-exit" document, received from the TRNC Security Forces Command Directorate.

6) TRNC diplomas should have been approved and sealed by the Ministry of Education and Culture, and the Turkish Embassy in TRNC.

7) Receipt of service fee.

An alternative evaluation mechanism is in place for the applicants, who are unable to present required application documents due to war, occupation, or annexation conditions in their country or whose diploma confirmations cannot be made, or are limited due to war period or extraordinary situations.

The Diploma and Degree Determination Commissions, and the Science Field Advisory Board prepare advisory assessment reports, which are taken into consideration in the final decision by the Recognition and Equivalence Commission. The procedure is run as follows:

a) Applicants, whose original diploma and transcripts are available, but cannot be verified, are evaluated by the relevant Science Field Advisory Board and the Recognition and Equivalence Commission.

b) Applicants, who can only present the copies or approved translations of the diploma and transcripts, are assessed by the related Diploma and Degree Determination Commissions to determine the HE degrees and academic fields. They are subjected to the Evaluation Systems of Degree and Qualifications (SYBS) as required.

c) If the application is rejected by the Diploma and Degree Determination Commissions, the applicant can renew his/her application as soon as the original documents are available.

d) Legal procedure is applied to the ones, who make false declarations about the required documents, and their applications are rejected immediately.

The applicants should prove their status with below documents:

1- Temporary Protection ID

2- Declaration form of educational background

3- If available, official documents about professional experience

* Nationalities subject to Temporary Protection Law: Syria, Iraq, Libya, Yemen, Palestine, Somali, South Sudan, Crimea.

Council of Higher Education’s Declaration of Consent Form.

*Applicants who have graduated from higher education institutions in the United Kingdom and are applying to the Council of Higher Education for diploma equivalency must provide both declaration of consent form issued by the Council of Higher Education and declaration of consent form accepted by the relevant University accurately and completely. These forms must be uploaded electronically via the Online Equivalency Application System during the equivalency application process. For universities not included in the list, after filling in the declaration of consent form of the Council of Higher Education, it should be submitted electronically.
