About Us
The "Equivalence Unit" was established within the Council of Higher Education by decision numbered 83.47.531 of the Higher Education Executive Board dated August 25, 1983, to handle the equivalence processes for associate, bachelor's, and master's degrees obtained from foreign higher education institutions. Due to the increasing number of recognition and equivalence applications submitted to the Equivalence Unit and the corresponding expansion of the Unit's activities, the Unit was restructured as the "Recognition and Equivalence Services Department" by decision numbered 2917.29 of the Higher Education Executive Board dated July 6, 2017. The decision dated November 15, 2017, by the Higher Education Executive Board, decided that the Turkish ENIC-NARIC Center would continue its activities under the Recognition and Equivalence Services Department.
Documents issued within the scope of the activities carried out as the Recognition and Equivalence Services Department:
1) Diploma Equivalence Certificate
This document indicates the field and level of equivalence of the diploma for which equivalence is sought within the Turkish higher education system.
Who can apply for equivalence?
a) Turkish citizens who have graduated from associate, undergraduate, or graduate programs at universities abroad,
b) Foreign nationals who have graduated from associate, undergraduate, or graduate programs at universities abroad and who wish to pursue a master's or doctorate in health care or work in the field they graduated in.
2) Institution Recognition Certificate
This document indicates whether an international higher education institution is included in the current international lists of the Council of Higher Education and indicates the factors to be considered when applying for equivalence with a diploma obtained from the relevant institution. It is issued to interested parties upon request, but does not serve as a diploma equivalence certificate.
Instances where an Institution Recognition Certificate is required:
a) Students who wish to study abroad/are continuing their education,
b) Students who wish to transfer from higher education institutions abroad to higher education institutions in Türkiye,
c) Foreign students who will begin their graduate studies in Türkiye,
d) Those who wish to inform official authorities such as the Social Security Institution (SGK), universities, the Ministry of Foreign Affairs, the Ministry of Interior, bar associations, and governorships, particularly regarding health payments,
e) Interested parties who apply to the Interuniversity Board to obtain doctoral equivalence for doctoral education received at higher education institutions abroad.
