1. Where should I apply for the recognition certificate for a foreign higher education institution?

You should apply to the Council of Higher Education (CoHE), Department of Recognition and Equivalence Services (DRES).


2. Where should I apply for equivalence of my diploma?

3. What is the Foreign HE Institution Recognition Certificate?

It is a document that indicates whether a foreign higher education institution is recognized by the Council of Higher Education. It is issued on institutional level, and does not replace the Diploma Equivalence Certificate.


4. Who can apply for the HE Institution Recognition Certificate?

The Applicant or a representative can apply for the HE Institution Recognition Certificate. In addition, applications can be made via post.​


5. How can the Foreign HE Institution Recognition Certificate be obtained?

Institution Recognition Certificate can be obtained via the public portal “e-Devlet” without a service fee (http://okultanima.yok.gov.tr), apart from HEIs of the USA, the Netherlands, and the Turkish Republic of Northern Cyprus (TRNC). Applications related to HEIs in the USA, the Netherlands, and TRNC should be made directly to the CoHE.

The ones who cannot access the e-Devlet should apply to the CoHE by hand or by post to obtain the Foreign HE Institution Recognition Certificate for all overseas HE Institutions.


6. In which cases should I get the Foreign HE Institution Recognition Certificate?

  • Starting to HE study at a foreign HEI,

· Applying to postgraduate studies at one of the Turkish HEIs, except for the "health" programs (for foreign nationals),

· Transferring foreign HE credits to a Turkish HE study,

· Submitting for the use of Social Security Institution,

· Making application for recognition of "Ph.D./Associate Professorship" degrees to the Presidency of the Inter-University Council.


7. What is the service fee for the Foreign HE Institution Recognition Certificate application?

150 TRY.

9. What does equivalence mean?

The confirmation of the equivalence of Associate’s, Bachelor’s and Master’s degree diplomas taken from a foreign higher education institution which is recognized by the CoHE with Associate’s, Bachelor’s and Master’s degree diplomas taken from the higher education institutions in Turkey in terms of achievement corresponding to each educational level.


10. What is the Diploma Equivalence Certificate?

Diploma Equivalence Certificate refers to both academic and professional qualifications, facilitates access to further academic studies and to the labor market. Access to postgraduate studies for the "health" programs at Turkish HEIs is possible with this Certificate only.


11. Who can apply for the Diploma Equivalence Certificate?

Applications for diploma equivalence certificates should be made directly by the applicant or the legal representative. Postal applications are not considered officially.

12. What is the service fee for the Diploma Equivalence Certificate?

750 TRY.
