The Recognition/equivalency procedures of foreign higher education diplomas are carried in line with the Regulation on the Recognition and Equivalence of Diplomas of Foreign Higher Education Institutions (dated 05.12.2017), pursuant to Law No. 2547.
In line with the provision of ARTICLE 11 – (1) “…documents are signed with a secure electronic signature and applicants obtain their documents electronically with a verification code.", equivalence procedures are carried out electronically through the Equivalence Information Management System (DBYS). Within this framework, the provision of the graduation/diploma equivalence documents is carried out through DBYS, and delivered with a verification code via e-State (www.turkiye.gov.tr) .
Since DBYS is integrated with “turkiye.gov.tr", the applicants must have a Turkish Republic Identity Number or a Foreigner Identity Number (Yabancı Kimlik Numarası / YKN) to access the system. The equivalence documents can not be delivered or verified if the applicant does not have one of the above-mentioned ID numbers. Non-Turkish nationals should obtain their YKN from the Ministry of Interior and present a copy of their ID (with YKN) to YÖK, for their ongoing or future equivalency application.
1. Foreign nationals, who already applied for the Equivalency Document and whose applications are still under evaluation, must obtain the YKN, and submit it to YÖK as soon as possible for their applications to be evaluated and finalized.
2. Since the equivalence applications can only be made through the e-State portal (www.turkiye.gov.tr), future applicants with foreign nationality must have the YKN, before the equivalency applications, and must present their YKN number while making their application at YÖK.
